A serious issue confronting NATO in the early and mid-1950s was the negotiation of West Germany’s participation in the alliance. The prospect of a rearmed Germany was understandably greeted with widespread unease and hesitancy in western Europe, but the country’s strength had long been recognized as necessary to protect western Europe from a possible Soviet invasion.
