Hostilities may be suspended pending negotiation between the parties. Negotiation may, or may not, be preceded by the display of a white flag, which merely means that one side wishes to enter into communication with the other. The parties may then enter into an armistice, and, when all matters are agreed, a peace treaty may be concluded.
